OEM 4.2.8 firmware is the prerequisite for an additional (aftermarket) firmware upgrade, which the 7447/7448 CPUs require (the G4 towers never used these from the factory.)
This OS X installer from GigaDesigns should work without needing to burn a CD:

You will need keep the old CPU installed in order to run the update, then install the 7447/7448 card afterward.
This one from NewerTech will run from a CD and doesn't require OS X to be installed:

If you apply both the OS X patch and the OS 9 patch you can switch back and forth indefinitely. Still need to avoid resetting PRAM though.
